In the first part of the thesis there is a short history of the implementation of the social insurance laws (LASS) and the principles of the health insurance system in Romania, according to the Law of the social health insurance. It is emphasized the idea that in a democratic state it is stipulated the active participation of the society at the achievement of one of the fundamental rights of the individual: the right to health. This does not actually represents the voicing of a policy, but of the actions for the nation; the right of the patients express the wishes of each individual that are connected to the quality of the medical attendance that he receives or that he could receive, mirroring the two fundamental dimensions of quality: the tehnical quality and the interpersonal quality, the responsibility of the supliers and of the patients in the process of request and offer of health services.
